The Ministry of Development is developing a draft resolution to strengthen partnerships between communities

The Ministry of Community and Territorial Development is working on a draft resolution that should lay the legal foundation for establishing systematic cooperation between territorial communities. The initiative is aimed at strengthening unity, resilience, and overcoming the consequences of Russia’s armed aggression against Ukraine.

This document creates conditions for effective interaction between communities, in particular, in the format of partnerships between partner communities from rear areas and outpost communities located in the combat zone or near the border. This will introduce clear rules of cooperation that will ensure transparency, coordination of actions and the allocation of resources for recovery.

The draft resolution is the result of joint work by the Ministry of Regional Development, regional military administrations, and territorial communities. It provides for the creation of uniform rules of interaction between the initiative’s participants. Within the framework of the project, communities will be able to conclude memorandums of cooperation that will contribute to the restoration of infrastructure, the organization of humanitarian aid, and the holding of social, cultural, and educational events.

The development of the resolution is an important step towards strengthening cohesion and enhancing interaction between Ukrainian communities in times of war. The document not only provides a legal basis for work, but also contributes to the formation of new approaches to partnership aimed at restoring affected territories and supporting the population.
