URC2025: Poltava establishes ties and helps Kupiansk

At the URC2025 conference on Ukraine’s reconstruction in Rome, the Poltava City Council, represented by Acting Mayor Kateryna Yamshchikova, signed two important memoranda of partnership—with Akershus County (Norway) and the municipality of Kalmar (Sweden).

These agreements are the first step towards systematic inter-municipal cooperation: from cultural exchange and heritage protection to urban planning, environmental solutions, education, and youth support. These are real intentions to work together on the restoration, development, and strengthening of the capacities of Ukrainian communities.

Separately, Poltava initiated a partnership between the municipality of Kalmar and the frontline Kupiansk City Council in the Kharkiv region. This is another example of how the Shoulder to Shoulder: Cohesive Communities project not only unites within the country, but also forms international solidarity around the reconstruction of Ukraine.

Each signing is a step towards a shared future in which communities act together, support each other, and build lasting ties despite the war!
